Description

## Description
The header region of various contexts follows 1 of three main possibilities.
* Absent
* Left Aligned
* Center Aligned

But there are sub-variants which build from these and break the established rules (like the `person-page ` context), resulting in edge-cases.

The original Vocabulary mockups provide several different header region options may of which are not easily interchangeable.

In the case of the license pages within the Index project (creativecommons.org) the header region presents further challenges in displaying the content most effectively.
