[Functionality] add formats and canonical url meta areas to top section of the `deed` and `legal code` page contexts as patch styles

## Problem
Presently the both the `deed` and `legal code` page contexts within the Licenses does not contain a place for visitors to access alternative formats beyond `html`. Such a meta box should exist. Additionally a visible canonocical URL is also absent.

## Description

For the `deed` page the following formats should exist with appropriate styling rules as a formats meta box at the top of the page near the "see the legal code":
* Plain text
* Markdown
* RDF-XML
* PDF format

For the `legal code` page the following formats should exist with appropriate styling rules as a formats meta box at the top of the page near the "see the deed":
* RDF-XML

Additionally a canonical url should exist here as meta information under the long name title in the "header area" of the page.
