Public Domain page: Confusing structure

[The _Public Domain_ page](https://creativecommons.org/public-domain/) just changed and is now much richer, but also more complex. It is now non-trivial to understand its structure. Whereas [the previous version](https://web.archive.org/web/20260406113001/https://creativecommons.org/public-domain/) only had 2 sections, “CC0” and “Public Domain Mark”, the new one keeps these (as “CC0” and “Public Domain Dedication”), but among several more.

After about a minute, I understood the structure, but I first had to use the page inspector to confirm that “CC0” was a header.

Some things which are contributing to the confusion:
1. The very narrow width stretches headers over a long (tall) space.
2. The rare/“original” positioning of labels (“badges”), causing an unusual alignment of these 2 headers (shifted to the right by the floating labels)
3. The links on these 2 headers, making them even more unusual
4. The absence of a table of contents
5. The self-link on “Public Domain Dedication”
6. The use of the title “Public Domain Dedication” about the PDM

I suppose there are several ways to mitigate/solve that, but I would particularly recommend:
1. At least 1 of:
1. Adding a ToC
2. Making sections extendable/collapsible
3. Making the distinction between a subsection and its parent clear, either by increasing indentation or adding a border
2. Renaming “Public Domain Dedication” to “Public Domain Mark” or defining “Public Domain Dedication”
3. Not linking to itself. I am guessing the current target is a bug, and rather supposed to link to information/material about the PDM.
4. At least 1 of:
1. Floating the labels to the right
2. Moving the labels _after_ the headers rather than before

By the way, each image of the 2 sections is in its `figure` element. It's not clear to me which role these 2 elements play (as containers), but they are invalid (due to the `id` attribute).
