Log In link is confusing if you have a CCID but are not a CCGN member

**Describe the bug**
Clicking the "Log In" item in top navigation redirected me to the CCID log in page the first time I clicked it. Once I logged in with my CCID, it sent me back to the CCGN homepage and the top navigation still said "Log In". Clicking "Log In" after that just refreshed the page with no changes.
**To Reproduce**
Steps to reproduce the behavior:
1. Go to http://network.creativecommons.org/
2. Click on "Log In" in the top navigation
3. Log in with a CCID which is not associated with a CCGN Member
4. See the unchanged page, try clicking Log In again
**Expected behavior**
See a notification or error message saying that I'm not a CCGN member and I should apply if I want to log in.
