The main contents of the site are wrapped in a scrollable section, limiting visibility

## Description
For screens with sizes~ standard laptops (`15-inch or 14-inch`), the contents of all the pages in the site are wrapped inside a box, which not only limits visibility but also makes the site look different than the standard design system.

## Reproduction

1. Go to https://resources.creativecommons.org/submit/
2. You can either see the error, the contents of the page won't be visible, or move to the third step.
3.Switch to a screen size ~ 1750(width) * 1028(height).
4. Now see the error, one needs to scroll to see the cotents of the page.
5. The error can be seen on other pages too, like the homepage.

## Expectation
The site should behave as earlier, with all of the contens occupying full width, for original CC standard styling which looks beautiful.
