Description

$txt = 'text
           text2
           text3
';

If there are tab indents in front of "text2" and "text3", the sniff does not convert them to spaces.

Research direction

Start by locating the sniff that handles indentation in PHP multi-line strings, then reproduce the issue with the example in the report using tab-indented lines. Add coverage for converting those tab indents to spaces and verify that the existing behavior remains intact.
