[4.x]: Fields added to Field-Editor but doesnt appear in editors view

What happened?
Description
We have created a page builder utilizing Craft, Neo, and Hyper. We built a Hyper Field with three Link Types, each containing a Link Text Field along with other fields. So far, so good. After applying the configuration to our database by running "craft up," the new Hyper Field was available, and all fields were available except for the Link Text. One of our developers suggested that I rearrange the order of the fields and give "craft up" another try, and that worked for me; the field appeared in the editor. Why didn't the "Link Text" appear the first time? Is this a known bug?
