What happened?
Description

On settings areas in the sidebar, it feels like there is styling missing that should be there.
I've attached a screenshot or two that shows that if you remove the "read-only" class, it puts back the styling I'd expect.

Steps to reproduce
  1. Look at any settings area and see the sidebar seems to be missing some styling.
Expected behavior

Should look less basic.

Looks basic.
