Description
The Context and Library classes can be confusing to understand, especially in relationship to each other. In addition, it seems there may be some theoretical issues with a Library being a parent of a Context. We should consider how we might refactor this code to be more straight-forward and type-friendly. See also: https://github.com/cqframework/cql-execution/pull/282#discussion_r1003443141
