Description
Describe the bug
When trying to process a PlanDefiniton it appears that the tooling is requiring to have a library while the R4 profile does not require it. Once a library is added the error seems to go away and the PD is included in the bundle.
To Reproduce
Steps to reproduce the behavior:
- Save a PlanDefinition resource without a library
- Run the bash _refresh.sh tooling and receive an error
Expected behavior
For the PlanDefinition to be processed when it does not have a library.
Desktop (please complete the following information):
- Tooling version: 3.3.0
- OS: MacOS 12.6.8
- Java Version 9
Additional context

Research direction
Start by reproducing the error with the bash _refresh.sh tooling command using the PlanDefinition resource and the linked SMART immunizations repository. Read the processing path for PlanDefinition resources and compare the behavior with the R4 profile; done means a PlanDefinition without a library is processed and included in the bundle.
