See us-core-race duplicated on the right.

To Reproduce
Steps to reproduce the behavior:
- run _refresh against the ecqm-content-r4 ig
- look in the ecqm-content-r4\input\resources\library\EXM506.json file
- look in the dataRequirements element
- you will see duplicates
Expected behavior
No duplicates
