Description
Need to be able to write artifacts from a Location perspective, so the model info for FHIR needs to describe a Location context. We would need to know how that relates to other resources in order to implement, so we'd need to define all the relationships between Location and other resources.

Research direction
Start by reviewing the existing model-info handling for FHIR resources and how artifacts are written from a resource context. Map the relationships between Location and the other resources before deciding the implementation scope.
