Description

[organization.general] currently says

16.4.2.2 describes the entities and macros defined in the C++ standard library. 16.4.2.3 lists the standard library
headers and some constraints on those headers. 16.4.2.5 lists requirements for a freestanding implementation
of the C++ standard library.

Clearly it skips "16.4.2.4 Modules [std.modules]".
