Start at the [expr.dynamic.cast] section referenced in the issue and locate the uses of the phrase "runtime check." Review the surrounding C++20 constant-evaluation wording and replace the phrase with terminology that remains accurate for dynamic_cast; done means the section no longer uses the disputed description and the draft text reads consistently.
