Description
After editorially replacing an itemdecl/itemdescr with a plain codeblock in 1051ee4dd2dbe9eff01c8b14f7eb5f70d682a4be, we're now left with a stray \mandates outside an itemdescr. This should be reworded.

Research direction
Locate the submdspan wording affected by commit 1051ee4dd2dbe9eff01c8b14f7eb5f70d682a4be and compare it with the surrounding itemdescr structure. Reword the stray \mandates so it is valid editorial text outside an itemdescr, then verify the resulting draft wording.
