[class.default.ctor] Default member initializer and brace-or-equal-initializer

Description
Currently both item "default member initializer" and grammar production brace-or-equal-initializer are used in [class.default.ctor]. As brace-or-equal-initializer is only used together with non-static data members in [class.default.ctor], I think it is equivalent to default member initializer there. Is it intended to use both forms?
