Description
https://github.com/cplusplus/draft/wiki/Specification-Style-Guidelines#new-headers was just added. A check for it seems like a low hanging fruit: a new \indexheader without a corresponding \libheaderref in compatibility.tex.

Research direction
Start with compatibility.tex and the Specification Style Guidelines section on new headers. Trace how \indexheader and \libheaderref entries are represented, then add a check that reports unmatched new headers and run the repository's existing draft validation or build process to confirm the check works.
