There's 3 occurrences:

compatibility.tex:if it has a potentially throwing dynamic exception specification,
concepts.tex:concept forbids destructors that are potentially throwing, even if a particular
exceptions.tex:the declaration has a potentially throwing exception specification

Presumably, all 3 should be "potentially-throwing" instead.
