[std] Link header in summary tables to its synopsis

Description

Just looking at 21 [meta], [intseq] got separated from being after <utility>'s synopsis, which could be hard to locate. This one in particular has a number of alias templates that don't appear in its detailed specifications.

Others such subclause moves might remain self-contained. Others might fare worse. I suggest we simply link a header in the summary tables at the start of a Clause to its synopsis.
