Description
Preexisting: These probably needs to be more than just derived. Like "a type with a base characteristic ([meta.rqmts]) of bool_constant<B>".
In that case, the plain use of true_type in the descriptions should be changed accordingly.

Research direction
The issue identifies wording around bool_constant, true_type, and [meta.rqmts]. Review the affected standard-draft descriptions and update the text so the derived-type wording reflects a base characteristic of bool_constant; done when the plain true_type descriptions are revised consistently.
