Description

See https://lists.isocpp.org/core/2020/05/8903.php. To alleviate such confusion, it seems like an idea to me to xref the part where virt-specifiers are restricted to virtual functions from the description of their semantics, because those two things are some distance apart.

Research direction

Locate the draft source for [class.virtual]/4 and /5, then compare it with [class.mem]/14 and the surrounding cross-reference style. Add the requested cross-reference from the virt-specifiers semantics to their restriction on virtual functions, and verify that the generated C++ draft renders the links correctly.
