Description
[ostream] lists non-member functions that operate on ostreams. These should be listed in [ostream.syn] instead. (Note that some of the text under the class synopsis in [ostream] will need to be moved too.)
Also check for other occurrences of this elsewhere in [input.output].

Research direction
Locate the [ostream] and [ostream.syn] clauses in the draft and compare their non-member function listings and class-synopsis text. Move the specified material to [ostream.syn], then search elsewhere in [input.output] for similar misplaced listings and confirm the generated draft has the intended structure.
