Research direction

Start by reading the dedupFetchLists function and its callers in the xdcrDiffer codebase to determine which checks are redundant and how FetchList formation is expected to behave. Done means reducing unnecessary checks without changing the resulting MutationDiffFetchList; the issue does not name a test or file to run.
