Remove PreciseBank by default

Because Precisebank is only used in special circumstances for existing non-18 decimals chains that want to integrate the EVM, it shouldn't be included by default. Instead, we should provide documentation regarding an optional integration if needed.

Locate where PreciseBank is included by default and review the existing documentation for chain integrations. Remove the default inclusion while preserving an optional integration path, document when it is needed, and run the relevant test suite to confirm existing integrations still work.
