Consider adding diagnostic instrumentation

Data access is often a performance-sensitive element, so we need to think about what metrics it might be useful to collect automatically.

With many Azure services, we don't need to do much because Application Insights already does a decent job, but CosmosDB often seems to be slightly behind here. (Especially when using Gremlin, although I don't think this project currently uses Gremlin.)
