Description
We did https://github.com/coreos/fedora-coreos-tracker/issues/1823. Let's make sure to add coverage for it in our upgrade tests. One is kola.upgrade.basic, which this issue tracks. (Probably makes sense to have a similar issue for https://github.com/coreos/fedora-coreos-config/blob/testing-devel/tests/kola/upgrade/extended/test.sh to discuss how/if we want to adapt that.)

Research direction
Start by reading the existing kola.upgrade.basic upgrade tests and the linked work in issue 1823. Compare the related tests/kola/upgrade/extended/test.sh coverage before deciding what OCI scenario belongs here. Done means the relevant OCI upgrade behavior is exercised by the basic upgrade tests.
