Description

Historically Ignition only supports the Azure "custom data" mechanism, but we'll support the new IMDS userdata mechanism once https://github.com/flatcar-linux/ignition/pull/39 comes upstream. Ideally kola would test both.

Research direction

Start in kola's existing Azure custom-data test and trace how userdata is provisioned. After the referenced Ignition support is upstream, add coverage for both mechanisms and run the relevant kola tests; done means both paths are exercised.
