Description
The individual permissions required to perform the different commands on different platforms should be documented. Initially providing a bulk set of permissions required for the entire mantle suite would be sufficient but ultimately we should document exactly what permissions are required for each command.

Research direction
The issue does not name files, tests, or command entry points. Start by locating the mantle command definitions and reviewing how platform permissions are currently handled; document a bulk permission set for the suite first, with command- and platform-specific requirements as the eventual definition of done.
