Support for local runtime

Allow github1s to connect to local runtime.
This is similar to how google colab allows you to connect a local jupyter runtime running on your local machine.[more info here](https://research.google.com/colaboratory/local-runtimes.html) and [here](https://github.com/googlecolab/jupyter_http_over_ws)
This feature will increase the productivity and save time on spinning up github repos for testing locally.
The security concerns are there but let the user decide that.
As alternative, we can use gitpod but it's nice to have a local option.
