Description
Continue's rules and prompts collections face the same drift as agent skills: unclear promises, unclear done. We open-sourced skill-spec: six-section contract template + zero-dependency linter, exit 0/1, CI-ready: github.com/chenhz01/skill-spec. Happy to run a sample. Ignore if not relevant.

Research direction
No repository files, tests, or entry points are identified. First clarify whether Continue should adopt or integrate skill-spec for its rules and prompts collections, then define the target collections, acceptance criteria, and expected CI behavior; done should be a decided, testable integration scope.
