Add locales-all package to Debian 13 image

When entering a new toolbox using the image `quay.io/toolbx-images/debian-toolbox:13`, the following warnings are displayed:

Adding the `locales-all` package to the image will ensure that the locale files are available.

Locate the Debian 13 image definition and inspect how packages are installed during the image build. Add the requested locales-all package, then build or run the image and verify that entering it no longer produces the reported locale warnings.
