Description
## Background
- We have to build a system where we can broadcast the rewardMultiplier and shares to all the chains where USDM is deployed. So that expanding to the new chains have rewardMultiplier ready. This is a crutial step for USDM system to expand and deploy USDM to new chains.
- Convert USDM to xERC20
## Definition Of Done
- 100% transfer of rewardMultiplier and shares to all chains
- Premissionlessely deployment of xUSDM on all chains where Connext is whitelisted by default.
