List environments in "Set Private Network Endpoint(s)" setting

For configuring private network endpoints, we ask users to provide a mapping of environment IDs to private endpoint URLs. We should list the available environments, and trigger a CCloud sign-in if needed, instead of asking the user to provide the exact environment ID on their own. The environment IDs could be presented as a dropdown, so that users can easily pick one of the environment IDs.
