Statement Results viewer UX updates

Parent placeholder issue for general improvements to Flink Statement Results Viewer webview

##### Notes below have been moved to relevant sub-issues here
1. When there no results available, we should explain why there are no results and to see results, they should run the statement again
2. Disabled stop button on a stopped statement should be removed and replaced with a "View" button
3. Info messages can be in line with the status rather than in big blue boxes
4. The settings gear needs to be fixed at the top and not scroll with the results.
