Tableflow Epic

## Context

Adding Tableflow support (enable/disable/drift-check) across `table`, `streaming_table`, `streaming_source`, and `materialized_table`. Building a first draft surfaced several follow-ups that are worth breaking out, so I'm breaking this out into an epic.

This is an epic for adding Tableflow support across table, streaming_table, streaming_source, and materialized_table. Start by breaking the enable, disable, and drift-check work into concrete follow-up issues, then define the affected entry points and tests for each resource. Done means the follow-ups have clear scopes and collectively cover the stated Tableflow support.
