Investigate python readline linking

As discussed within the core developer team, there is some worry that python's readline may influence its license. This is a very nebulous issue, without much of a solution at the moment (as far as I can tell). This ends up being a packaging-level problem, so I'm leaving this issue here for now so we can review things at a later date.
