Patch repo data in <5.5.0 to fix pip check

Of note, now that there is _a_ fix in, it is probably worth going through the historic versions that weren't pinned, and adding them in a [repodata-patches](https://github.com/conda-forge/conda-forge-repodata-patches-feedstock) PR... as discussed, the solvers may now (or in the future) prefer the older versions/builds with unpinned versions.
