`juliaup` installs to root `$CONDA_PREFIX` even when in different environment.

### Issue

Hi! Thanks providing this feedstock! I was wondering if it's possible for `juliaup` to actually respect the environment prefix?

e.g., if I install `juliaup` on my `base` environment and in another, say `algorithms-of-the-mind`, when I'm using the `algorithms-of-the-mind` environment and run the following snippet, I get the following output:

$ julia -E "println(Sys.BINDIR)"
/Users/john/.local/conda/lib/julia/juliaup/julia-1.9.3+0.aarch64.apple.darwin14/bin
```

This is certainly sensible for `juliaup` in `base`, but if I'm installing `juliaup` in a separate environment, it seems like a fair assumption that I don't necessarily care to have package data shared – but most importantly (imo), if I set `1.9.3` as the default in `algorithms-of-the-mind`, it also sets `1.9.3` as the default in `base`. Of course, one would modify the default Julia being used, but that's not always feasible (particularly if using shebang scripts or autogenerating ipykernels).
