### Issue

If creating a fresh environment with the julia package installed from conda-forge, trying to install packages in a julia session will result in a segfault:

Downgrading libcurl to <8.10 as suggested here works:

Since it is known that the latest julia doesn't work with the latest libcurl, would be very helpful to upper bound the version of curl to <8.10, so that the packages selected by the version resolver would result in a more usable environment.
