Update plan to add microarch and cuVS builds

V1.10.0 update (#83) has been merged, but it is still missing some features from upstream faiss and we're behind by a few versions. I'm planning to incrementally add in new features one by one.

Start with the conda-forge maintainer microarch guide and the faiss v1.14.1 INSTALL.md section on building with NVIDIA cuVS. Review the existing faiss-split feedstock build configuration and the version table in this issue, then determine how the microarch and cuVS builds should be added. Done means both build types are represented in the feedstock and the planned version entry is updated.
