conda-smithy as a package in pypi?

[conda](https://pypi.python.org/pypi/conda/) and [conda-build](https://pypi.python.org/pypi/conda-build/) can be found on PyPI. I would suggest that conda-smithy should be too, if only because it would simplify packaging up other support tools that require conda-smithy pacakges. (My selfish example here is [tick-my-feedstocks](https://github.com/pmlandwehr/tick-my-feedstocks), which works fine as a `conda execute` script but I'd like to be able to package.)
