Rerender not adding py36 support

I think I've seen this with a few feedstocks, but the example I have right now is [`imapclient`](https://github.com/conda-forge/imapclient-feedstock). There's nothing in `meta.yaml` that forbids `py36` builds, but rerendering doesn't cause the CIs to update to include the new version.
