Change license template so that sub-licensing is more clear

In a few repositories there is a "recipe-license" or "LICENSE.txt" which indicates that the recipe is being reused from somewhere else, even though the rest of the repository is covered under the conda-forge license.

The top-level LICENSE file must indicate that there are potential exceptions to the terms of the license, and where to check for those exceptions if they exist.
