'setup_conda_rc' is not recognized as an internal or external command after reinstalling Miniforge

### Issue

This is somewhat related to https://github.com/conda-forge/miniforge/issues/791

I had the same issue as the issue mentioned above, and activating a new environment allowed me to
`python build-locally.py`.

I was starting to have some issues that I don't remember anymore that led me to uninstall/reinstall miniforge. I used the latest windows installer. Now every time I try to build locally, the scripts starts, and after environment is created, I get this:
