### Issue

I have trouble with http error after a fresh installation on WSL2, I also have the same issue with Window 11 where the conda version is `24.7.1`.
When I just try the command `conda update conda`, I got the following error:

I have no trouble with network connect in general on both WSL2 and Win 11.
