Description

- [x] I read [the conda-forge documentation](https://conda-forge.org/docs/user/introduction.html#how-can-i-install-packages-from-conda-forge) and could not find the solution for my problem there.

Issue:
https://conda-forge.org/docs/user/ci-skeleton.html#using-conda-smithy-to-manage-your-ci
**Using conda-smithy to manage your CI** section is there in USER Docs. I am a little confused as to why a new comer or a user would be concerned with CI management of the package they want to install. Maybe I am not totally aware of the workflow, so I'm opening this issue to get the opinions of all. Shouldn't it be under Maintainers docs?
