Description
Currently the `LicenseMigrator` piggy backs on other migrators, we could consider upgrading it to a full migrator. The list of no license feedstocks is here: https://github.com/regro/cf-graph-countyfair/blob/master/status/unlicensed.json
This would produce a bunch of new artifacts, but it would help with compliance.
