Open PR in feedstock even if version bot fails

Currently, there are >190 [failed](https://conda-forge.org/status/#version_updates) version upgrades shown on the status page - I don't think many maintainers outside of `@core` even know that this exists, much less look there regularly.

I imagine this topic might have come up before (but an issue search here didn't yield something), but I'm guessing that if this information is distributed to the feedstock maintainers, many would actually fix them - rather than having to rely on scarce core-resources to go through them from time to time.

(as an aside:, the error for `allennlp-optuna` was due to an incorrectly labelled upstream [tag](https://github.com/conda-forge/allennlp-optuna-feedstock/pull/1#issuecomment-763745988) that has since been deleted; not sure how to tell the bot to delete that failure)
