pylibtiff listed as done in python 3.8 migration but no PR or build

This package is listed in the "Done" section of the conda-forge status Python 3.8 migration (https://conda-forge.org/status/) but there was never a python 3.8 PR or any builds. I will make a separate PR to that feedstock for the python 3.8 update, but looks like there is a chance other packages were hit by this.
