Volunteers: warn shift manager when a volunteer's shift starts but they have not checked in

When a volunteer shift starts but the volunteer has not been marked as arrived, there is currently no automated alert.

## Requested behaviour

Warn shift managers (in-app or by other means) when a volunteer's shift is starting (or has started) but they have not been checked in as arrived.
